Do cable speeds go higher than that in Israel?  Last time I checked, they
didn't.  In fact, last time I checked, they were only offering up to 750
kbps (and I already had a 1.5 mbps connection via ADSL).  Also, cable speeds
are deceiving because several cable users share a single cable and the more
people on the cable at the same time, the slower it is.  So your actual
speed may be nowhere near your maximum speed.  This is not the case with
ADSL, where each user has his or her own line.

I've been using Actcom for years and years (actually, I started many years
ago with Shani, but they were then bought by Actcom and I've been with them
ever since) and I'm very satisfied.  The price is lower than the bigger ISPs
offer and the service is good.

I get 3 mailboxes with a total of 10 mb of storage space.  Actcom offers
both types of scanning for 7.90 a month each (actually, I had no idea that
they were charging for this.  Some time ago, they did an "experiment" with
spam and started labeling it, but then they stopped.  Most messages I get
that originally contained viruses have already been stripped of the attached
file and I'm not paying for the service).

The most important criterion, in my opinion, is their customer service.  Are
they available 24 hours a day?  Do they actually answer their phone (I once
had an ISP that didn't)?  Are they friendly and patient?  Do the technicians
seem to be knowledgeable?  I would never stay with any service, no matter
how inexpensive, if their technical support wasn't satisfactory.
