[etni] question regarding sanctions

i was told by my supervisor that in any school that is not implementing the
HOTS, parents would receive letters from the ministry stating that although
it is the teachers' responsibility to prepare their children for the bagrut,
it is not being done in their childrens' school. the princip[als would also
be notified. (this may open the door to parents suing the teachers and/or
the school). in addition, she told me the story of a principal who got so
angry at the teachers that he refused to pay them the gmul bagrut for their
classes, claiming that they were lax in preparing the students for the
bagrut, which is what the gmul is for. also, she claimed that very few
teachers were still against the HOTS, especially since the ministry's
decision to pay them for checking the log.
