again -

if teachers do not do what the MOE tells them to do, they are legally
liable for the consequences. that is - if a kid fails the oral because
he doesn't have a project, the parents can sue the teacher
personally.and they might win.

BUT- if the teacher was following instructions from their "irgun
yatzig" (union) - that is, if the teacher was following sanctions of
the irgun - even if the parents sue, the teacher will not be found at
fault.
(i checked this with a lawyer friend, besides being told this by nurit
valencie from the irgun).

many many teachers and schools are still against the program.
