One thing people are forgetting too, if you have a windows 8.1 tablet, you can install your favorite screen reader and to get accessible GPS you can get Sendero PC GPS. This is a full Windows program that works fine on the Windows 8 tablets.
You'd need a bluetooth receiver for some of those tablets but thats not a big deal.
