Hi Mike,
Navigon does indeed work without an internet connection.  It stores the maps
on your device, that is why it works fine with a Touch using an external
receiver.  I understand TomTom works as well, but Navigon generally seems to
be the preferred IOS GPS system.
Look Around, mapQuest4Mobile and several others use maps on a server where
an internet connection is required.

Perhaps I was misunderstood, some apps such as navigon may indeed work
