[Ilugc] Free CAD software in linux

Is there any free CAD software in linux to view and take printout of
autocad file.
This is a major area where free software is lacking. Perhaps we people at
IIT Madras can start a project for a free software replacement of AutoCAD?
The expertise of our departments in engineering, and in programming, should
be sufficient. Also, The central government will be willing to fund it.
