if we block the ip address, then what happen if one uses dialup
connection for whom dynamic ip is assigned???

If someone using dialup is making harmful changes then what kind
of life will that person be having ?? most problem will come from a
broadband user which still uses dynamic IP only but if there are
issues offending people can be easily traced back.

If the problem araises then we can think about restricting access.
until then we can try it as free for all.

but the issue we will really face is Flame wars on distros and applications 
!! 


In general,

* The society is not bad enough (assumption 1).
* There are enough good people to revert back. (assumption 2).

I think, all we need is many sysops.  We can decide (in this thread itself
IMHO) who all would be sysops.  sysops have more previls. 

In the worst case (if assumption 1 fails), we can restrict editing to only
registered users (free registration implies that no freedom is removed) and
deleting an account can be done much faster than creating an account.
