Nope, it's most visible in Xine, but applies to just about any GUI
program or in general to any program.
As far as I understand, this must be an issue relevant to the default
I/O scheduler on 2.6 kernel (Anticipatory I/O scheduler). This could be
somewhat worked around by setting the default to be "CFQ I/O scheduler". I
guess a kernel recompile would be required (to enable CFQ sheduler support)
for this.
I've been using the CFQ I/O scheduler on one of my machine (VIA
C3/733MHz/128MB RAM), and I find movies and music to play more smoothly with
this one.
