the problem is that scilab does not permit distribution with
modification - which is why it is not free software. However, octave
does have a gui - koctave. I dont know how user friendly it is, but
definitely worth working on
I personally, feel, a record number of Academic projects can be taken
for improvement of existing open source softwares, to bring it on par
with the windows one..

Probably, industry professionals, who are already in FOSS can help
budding/interested students from 2nd year, to do it as long time
project.
