Interestingly, no one has mentioned roundup as yet... its perhaps one of
the most functional issue trackers around at the moment. Well worth a
try. And it has multiple interfaces as well ( which most developers like
) and can do hooks into things like cruisecontrol and conventional build
services.

Interface of a bug tracking system to a source code control and build 
system goes a long way. Larger projects are far easier to manage by 
switch to such systems. Finally a trade-off call between expertise 
available vs complexity. Systems like bugzilla have a lot more 
consultants than others.
