Interface of a bug tracking system to a source code control and build
system goes a long way. Larger projects are far easier to manage by
switch to such systems. Finally a trade-off call between expertise
available vs complexity. Systems like bugzilla have a lot more
consultants than others.

Mainly because bugzilla has traditionally needed the consultants, while
most other issue trackers were ok for the $itstaff to setup and manage.
Ccomplexity of the issue tracker itself does not directly imply
functional gain to the user.
