AFAIK, you can't run software in the air. It needs to
run on some piece of hardware. Without knowing the
hardware details you cannot write any software for it.
why not in Linux?
Unless vendors provide their chipset details, there
isn't anything one can do.
But, hackers (programmers) have done good reverse
engineering and have written drivers for pci modems,
which you can try.
I have tried smart link modem drivers on both 2.4 and
2.6 kernels.
