If the design is not too important and a central server is ok, any wiki
software might be a choice or there are collaborative text editors like
gobby.

wiki could be too unstructured - version control, access control is
difficult. Was thinking more in terms of things like silva and docbook. I
have used these, but as a single user. I am interested in practical
experiences with multiple authors of differing skill levels
