Not for a personal computer.
It is a pretty bad idea for a large scale installation too. Can you
imagine doing a simple task (say increasing MaxClients in apache)
using webmin in a server farm with 1000 servers?
On the other hand, login to each box, change a simple setting via GUI,
logout - sounds oh so windows-ish :)
