Would you perhaps need to create a brand new user profile on the system that 
had restricted peermissions maybe?

In order to fully test this on one machine?

The question is... how to run cmd.exe without admin permissions in case 
the
current user has admin permissions.

In win8 you can hit the windows key, type 'cmd' in the search box,
arrow down to "command prompt" after a couple seconds and then hit the
context menu key, select "Run as Administrator". You should then need
to confirm with UAC that you want to run a process with elevated
permission.

My searches on the subject tell me that in win7 you can bring up the
win+r dialog, type a command string then hit ctrl+shift+enter and it
will run elevated, but that no longer works in more recent versions.

Generally when I want to run an elevated CUI program I just start with
an elevated cmd (as in the first method mentioned above) and then type
my command, rather than try to enter the command string into the
search box or elsewhere. Usually when I want an elevated CUI the
directory matters and so just launching it from the main UI would be
rather hit or miss.

Interesting, how do you choose which.  windows+r, followed by cmd, 
enter,
gets admininistrator, because I am administrator.
How does one do otherwise?
