It is a bug in JAWS, probably due to some Windows 7+ limitations.
If it is helpful for you, you can open the command prompt and type
cmd<enter> on it.
It will open a second cmd.exe instance in the current command prompt window,
and for that command prompt you can create JAWS scripts.
Not nice, so I guess you probably won't use such a workaround, but it works.
It works unless you open a permanent program in command prompt, such a
database client for example. In that case that command prompt will use a
script that has the name of that program, not "cmd".

Thank you for the response. When I am in the window for a program other
than the Command Prompt that does not have a script file and invoke Script
Manager, a new script files appears with the appropriate name. But when I
am in the Command prompt when I open the Script Manager in JAWS 17 latest
build, Script Manager starts with no open JSS file. When I am in the
Command Prompt and Press JAWSkey+q, JAWS tells me that the Active
configuration is administrator:.exe, with a colon between the r and the
period. You can't use a colon in a file name, and in config.ini, the
colon is used to separate the application name and the application
version. So it appears that I will not be able to create scripts for the
command prompt.

If I hit jaws+f2 then select script manager it automatically opens the
needed file, even if it did not already exist.
However, creating scripts for console programs can actually be somewhat
tricky because jaws twigs on the console title rather than the attached
process.
For instance, I have batch files for starting command windows with
settings required by various visual studio console programs, that console
gets the title "vs2015 <CPU> Native Tools Command Prompt" but what jaws
tries loading is a script file called "vs2015.jss" (which is for the
visual studio GUI program.
Basically anything that messes with the console title is going to require
a different script file (or I suppose some kind of entry in
configNames.ini, but since it's not program based I'm not sure what that
would be)
For a cmd.exe window without any re-titling issues the jaws script manager
opened a file named command.jss.

script manager just opens, but no script file is active. I can't even
type in the Script manager window.
