You can, and that is indeed the method I prefer.  Because then jaws
treats it like other punctuation and you can control the level it
speaks at.  Dictionary entries don't give the same degree of control.

But modifying the eloq.sbl is also harder and you have to do it on a
per-synthesizer basis (modifying eloq.sbl won't change how realspeak
deals with the character for instance).
