yes, I can confirm this under the options section there is the line:
AppSettingsEnabled=0
Either delete this line or change the zero to a one and you should be back
in operation. Make sure to open the JDCF file with an editor by default I
believe it gets opened with a jaws migration tool.

Take a look at the ini file for the application in question if it
exists.
There might be a line near the bottom for disabling application
customizations or some close equivalent. I remember trying to track
down
some brokenness 3 years ago with this. Something about Application
names
that had spaces causing confusion.
You can always try seeing what files or directories changed most
recently.
