I also don't understand why JAWS can't navigate the help window opened
from a program.
As you described, the window of the help subsystem opens. the same as
opened when you open a chm file from File Explorer.
Does this happen in all applications? Or just for some? For example,
when you open help from the Help menu in the Script manager, are you
also unable to navigate?

file) in a new window, or shows it only in a help viewer control in the

Explorer when this happens, but it seems like it should be possible to
just open the same documentation from within a program and navigate if
the above Use statement is used in the scripts for the program.
