I believe this only happens for certain programs. I was trying this in
Band-in-a-Box and it didn't work.
As you suggested I tried using Help in the JAWS Scripting program and
navigating help worked fine. The same script file seems to be active in each
case.

As you described, the window of the help subsystem opens. the same as opened
when you open a chm file from File Explorer.
Does this happen in all applications? Or just for some? For example, when you
open help from the Help menu in the Script manager, are you also unable to
navigate?

Does the program which help you want to start open the help file (the chm
file) in a new window, or shows it only in a help viewer control in the
owning program?
