hmmm,
well, did you use the custom highlights feature to do it?
ITunes does this as well.  one secret I've found though, is that sometimes,
you may need to use the invisible rather than the mouse/jaws cursor, to
focus on the highlighted top menu bar item, before doing your custom
highlight assign deal. not always necessary, it wasn't in ITunes as things
turned out, but it is sometimes.
This is because sometimes the color will change depending on whether the
mousePointer is hovering over the item or not. and of course when not using
mouse cursor, and just using alt key to bring up menu bar, then this is of
course going to be the state of things, so it's important to grab the,
non-mouse-hover, color, and the best way to do that is by using the
invisible cursor.
now in my experience, sometimes routing jaws to pc in these kind of custom
highlight instances won't do it for you, for the pc may not currently be
able to actually know what has focus.
So after pressing alt key to bring up presumably the file Menu as
highlighted, then don't bother trying to route jaws to pc, just stumble
around with invisible cursor to be on the safe side instead, until you land
on that menu option. then
advise checking the color foreGrond /background
manually, using jawskey+topRow number 5, and then going ahead and assigning
it as described above,
You can assure that's the real color gone in, by going back into config
manager, and doing a alt+s, then o, to get back into the custom highlight
assign dialog box.

Also, does the black on navy grey foreGround/BackGround color it sounds like
you've assigned somehow, either manually in newTextEvent as Integers, or
using custom hilight assign feature,
does this actually get the menu bar speaking as you desire with alt as you
move left and right arrow?

sounds to me like maybe you've either grabbd the wrong color, such that it's
the primary color on screen in which many things are displayed, hense it
reading like a ScreenEchoAll, setting,
or, that you happen to have struck a program where the -
highlighted top menu bar item, is the same color as many other things
displayed on screen, to which they wish to draw the sightlings gaze.
