I want to translate as much as possible, but unofficially. As you said, fs
would probably not be interested in the Romanian market. There is an
official dealer, as far as I know,

but I guess it doesn't sell too many licenses.:)

If you actually want to localize JAWS, probably the best idea would be to
contact Freedom Scientific and tell them that you want this, and ask them
about the conditions to give you the resource files with the localization
strings.
As far as I know, they give those files only to officials distributors that
prove that they will make the effort of translating the whole application
and help files, and I don't know if you want to translate so much. And of
course, they might add other conditions...
But there are no official distributors for Romania yet as far as I know, and
now even Nuance sells 2 voice synthesizers for Romanian (3 voices) + the
fact that there are a few other voice synthesizers available, so they might
be interested to provide a localized version for this market.
