They’ve opened a parking area to the west of the dam. I haven’t explored that
far yet, but the best access may be to park there and walk along the water way
to the dam and trestle. A longer walk, but on relatively level ground. I
usually park near the concrete bridge in the section of the park east of the
trestle (across from the stage/playground). I’ll walk down to the stream and
hike under the trestle and to the dam. Rougher walking, but closer and
potentially birdier. I started going that way after deciding that driving down
the hillside by the railroad was inadvisable, but before the parking area (that
opens to Ave. Q I believe) was put in.

On the west side of Atzlan Park is Cesar Chavez Dr., next to the road is an
old gravel road, heavily rutted, that heads north down to the stream and dead
ends. I would not take my car down this road, and one should walk carefully
down as there is loose gravel that can cause you to slip and fall.

Thanks to Phillip’s excellent directions I was able to find the phoebe in
five minutes. At 3:00 pm it was still between the trestle and the dam. I
found it in an open area close to the trestle, at the end of the gravel road
that runs down to the stream from Atzlan Park.
