Ron;

You might have put the cart in front of the horse.  To analyze the
problem, I'd first like to know if the pids in the EIT-0 match those in
the appropriate PMT instance, and if the appropriate information in the
PAT matches the VCT.

I suspect that Mr. Turnbull & Company have done this correctly, but
there's no guarantee of that, until PATs, PMTs and PSIP are generated by
the same device, which is currently not the case.

If everything is ok on the transmit side, then it's a receiver problem. 
It would be very interesing to know of the TV manufacturers who considered
the optional program paradigm to be mandatory, and the vintage of the
sets.

There might not be a workaround.
