It is pretty obvious that this is a non functioning site. It is on auto 
pilot since 2003. There is nothing on the site before 2003 or after.

But we know things have happened since 2003. Conclusion, this is a non 
functioning site.

This hype included the mention of $2 Billion from Japan to "help". Even 
for hype this is getting a bit more specific. It also mentions that the 
US is not going to match that. Starting to ring true.
