As a non-broadcaster, I would be conflicted to decide who
qualifies more as having my best interests at heart. I think
this is what John G was getting at. "Kindness of stangers?"
That applies to both groups equally.
The carrot at the end of the stick is the promise of equal
robustness at higher spectral efficiency.
