Much can happen between now and 2009. Other budget reconciliation 
bills have tried to put an end to, or to save NTSC. But every 
deadline and auction date has been scrapped when the dates drew near.

P.S. If you live in New York or California, don't plan on getting an 
ATSC set-top box. Both states have passed laws/regulations limiting 
the in-use and standby power for DTV set-top boxes, and more than 30 
other states are considering similar limits. These limits were 
determined using European DVB boxes with SD resolution. The in-use 
limit of 9 watts is too low for an ATSC box with HD decoder. The 
original legislation passed by the House included a provision that 
overrides these state imposed limits, but it was dropped during the 
Conference negotiations.

How ironic - the Feds will provide subsidies for STBs that are 
illegal in the nation's two most populous states...
