Funny thing is, I wouldn't be a bit surprised if the Chairman will try to
block these local and municipal efforts, just as he tries to block states
from writing their own neutrality rules. Hey, you know that neutrality
will be THE main requirement, for any of these alternative methods. As
much as the half-wits like to cluck that nothing will change, we all saw
how MVPDs evolved over time. It might not happen overnight, but it will
happen over time.
This issue will percolate in just about the right schedule, to give any
yes-men politician idiots something to think about, for the mid-term
elections. Should be amusing.

Since data throttling can occur anywhere in the chain from the source to the
destination, it will be interesting to see how a state like California tries
to enforce their state net neutrality laws on an ISP based in Georgia.
I think that the courts still consider the Constitution, specifically the
interstate commerce clause bit, to be valid.
