Imagine if the same funding process were at work when you needed an
emergency heart operation.  But, the congresscritters can't blame anybody
else on this one.

Coupons used to be mailed out as requested (independent of the expiration of
unredeemed coupons) because there was enough money in the till to cover both
the old and new coupons.  Now the till is empty so new requests have to wait
until when (and if) outstanding coupons expire.

According to an FCC rep who spoke at our Station last week during our soft
cutoff test, IBM (the company administering the NTIA coupon program) mail
out new coupons as unredeemed coupons expire.  That is the only bottleneck
holding up mailing out coupons.
