Yes, 3 mbps data is probably enough.  My comments were based upon the
ATSC mobile payload after using 1/4 FEC (3/4 redundant).  Then 3 mbps
actual data would probably take 12-13 mbps of the stream if that was
allowed.  Mobile needs extra overhead for error correction but I don't
know which standard you are talking about so I can't say how much.  

The 1/4 FEC seemed excessive overhead in mobile ATSC but even that
standard allowed also for 1/2 FEC and I don't know yet which is getting
used in practice, if any.  Wasn't some station using it by now?  I
stopped following that as my life has been eventful in other ways recently.
