"Degrade" is a loaded word, but there are many reasons why
film-originated images are different from video-originated (in 30i or
60p). Among them are the frame rate and its presentation on your screen
("2-3 pulldown" in the case of film or 24p video), grey-scale transfer
characteristic, appearance of grain and its random characteristics (as
opposed to the fixed-pixel grid of digital video), etc. And all of that
aside, your original comments on NCIS ("dark and murky") could have
reflected an intentional decision on the part of the director. Simply
based on what's in the scene, it would be unlikely for sports or Leno to
be "dark and murky."

ABC, Fox, and ESPN are 720p HD. Everything else -- at least in network
delivery -- is 1080i.
