Yup!

The stalling tactics worked. Now Broadcasters face the dilemma of 
working together to create a viable business model to replace the one 
that is failing. There was remarkable evidence of this at NAB.

In the end, the reality that the current big stick approach can be 
made to work is irrelevant. Broadcasters will need to use their 
spectrum much more efficiently to compete in the future. They will 
need to work together to transform the business model. And they will 
need new partners who can create content (or they will need to create 
more content themselves), as the traditional content oligopoly does 
not need broadcasters to reach the masses and prosper.
