Are you certain about this?

I know for a fact that many are profitable. More important, they are 
being built out in most of the top 50 TV markets. And the only access 
that they have to subscriber revenues is the monthly subscriber fee 
that they might collect from the cable system, which is no different 
than any other cable channel. Many of these local news channels are 
not even affiliated with the cable franchisee in the area; some - 
like in Orlando - are being developed by partnerships between local 
broadcasters and newspapers.
