I just got back from a technology incubator conference in Lafayette, 
LA. I met the director of LUS, the city owned electric utility that 
serves this city. They are planning to build a FTTH network that will 
offer broadband AND will compete with Cox Cable.

He even noted that they would pay local broadcasters re-transmission 
consent compensation for their signals...
