I agree it is good to keep fidelity though the "current" PA GIF files themselves are lacking such comparable data. Basically all I was saying nothing would be lost with lossless GIF to PNG-8, if anything improved. Theoretically nobody is allowed to fiddle with the images once they have been published, I am only talking about them not any masters. None of the Assistive Devices to my knowledge are capable of reading embedded PNG chunk image meta, with regards to text. In which case either the LONGDESC (very badly supported) or the TITLE attribute should be also supplied in the (x)html source code as a interim. Although of course the caption should go halfway. The text string "[illustration]" for the ALT text attribute isn't really good practice - technically I should complain/rant about that - but if the TITLE and ALT attributes were correctly used the majority of Assistive Software would cope fine, which would also help those users whom had text only browsers or images off/disabled. In either case don't get me riding my Web Accessibility Horse, or I may go charging around annoying everyone. ;-) Take care.
