I have successfully used the VLC media player to play DVDs (and
many other kinds of media) on windows.  It's free, and available
here:

http://www.videolan.org/vlc/

However, I can't personally vouch for its accessibility or
compatibility with particular screenreaders, magnifiers etc.  Any
feedback would be appreciated!
