and to add to this, any hotel or guest house should accept guide dogs.  The 
only reason I can really see for opting specifically for a hotel for the 
blind is for somewhere to take the dog out at night and early in the morning 
and also some of these hotels lay on trips out and things to do during the 
day, though not sure about the blackpool one.

places have to legally accept the guide dog and you should be able to find a 
good guesthouse in blackpool for less than £25 a night, it depends on what 
you want.

The hotel that used to be owned by the RNIB still has all the facilities for
blind people but it is now privately owned and a bit more expensive.
