Derek,Access is different for different people because people are different plainand simple.
Ignorance is not an accessibility problem that should be addressed by a developer/manufacturer.
Disability causing access to be restricted or impossible is.A PDF can be made inaccessible to a person with the right tools by various security settings being enabled that need not be to continue to protect copyright.

If someone is not aware how to access a file, (or for that matter even a website) then as far as the person is concerned he/she is having an *access* problem! You may well argue that not having the knowledge, doesn't mean there is an access problem. True, but one needs to consider access from the individual's point of view. Just consider chip and PIN as a good example. There are people that will say they are not able to use chip and PIN on the grounds not able to see the keys. But there are also many totally blind that will say they care able to use the key pads without sight. So what does this show us? Why is access different for different people?
