Yeah, I have a chip and pin card myself, and it's brilliant! I'm able to type in the pin no problems, yet I'm totally blind with some light perception.

If someone is not aware how to access a file, (or for that matter even a website) then as far as the person is concerned he/she is having
an *access* problem!

You  may well argue that not having the knowledge, doesn't mean there is
an access problem.  True,  but one needs to consider access from the
individual's point of view.
Just consider chip and  PIN  as a good example.
There are people that will say  they are not able to use chip and PIN
 on the grounds not able to see the keys.
But there are also many  totally blind that will say  they care
able to use the key  pads without sight.
So what does this show us?

Why is access different  for different people?
