Hmm, quite a number of people have used that command successfully, it works for 
me with Win XP.
Try replacing the comma with a space before the word Clear and see if that works

    To remove branding from Internet Explorer, type the following at the Run 
command.

    rundll32.exe iedkcs32.dll,Clear

      Does anyone know how to get rid of the splash screen, or whatever it is, 
when Internet explorer opens.

      e.g.
      When I open I e, jaws always says, google Internet explorer, provided by 
sky broadband.  I'd like to get rid of the part that says, provided by sky 
broadband.  It might seem silly to some, but it really annoys me.
