Canada made somewhat the same mistake, on a smaller scale, around that time. The "Chapman Report" of 1967, an officially-supported attempt to establish Canada's space priorities, actually recommended that Canada acquire the capability to launch its own small scientific satellites. What it *didn't* do was recommend a program of small scientific satellites! There had already been several, and they may have thought continuation of that was a done deal; big mistake. In fact there were none for the next several decades, and with no small satellites to launch, there was obviously no need for a smallsat launch capability...
