Randomly-oriented short fibers aren't *useless* -- the stuff will be quite a bit stronger than the plastic by itself -- but they definitely aren't nearly as good as a dense network of carefully-placed long fibers. Strong enough to be useful, especially given low production cost, but not a replacement for The Good Stuff.

You would have to weigh strength versus costs then.
