The X-17, which was a four stage rocket which did reentry tests in the
1950s, reached over 100 MILES in altitude using only the first stage
(the three remaining stage accelerated the payload downwards to maximize
reentry heating for testing purposes).  As near as I can tell, it had
spin rockets and fins for guidance.
