Henry,

My comment was more to do with the concept of total termination of the ICBM
system in flight past launch commit. Stopping the barrage of bullets before
they reach the target in the event someone changed their mind. Hence the
jest.

No, all three operational Minuteman versions had thrust termination on the
third stage, to improve insertion accuracy (although on Minuteman III the
requirements were relaxed a bit because the liquid-fuel MIRV maneuvering
stage could do final velocity trim).  See attached excerpts from a slide set
about Minuteman hardware (which refers only to Minuteman II and III because
it was written after Minuteman I was retired).
