For radiation resistant teleoperation or robots, maybe. For humans, I
don't think so.
Humans could build stuff like power satellites in LEO, but getting
large numbers of large objects up through the space debris is just
asking for Kessler syndrome. (Might get away with a few, but a few
doesn't help enough to be worth doing for energy and carbon
problems/.)
If you build above the space junk, you are in the lower edge of the
van Allen belt. That is not healthy for humans and is hard on
electronics.
