Yeah, that seems to have been a "sweet spot" - start with a rocket
that is an interesting and useful launch vehicle system even as an
expendable - then its operations provide a series of opportunities
for development of intact-landing capability, and (as that is
achieved) a series of test articles for research on reconditioning
requirements and fatigue life.
