Not so fast. There are other factors at play.

You are talking of a hypothetical condition under which teachers can
give the grades that their pupils have earned. No pressure is exerted
on said teachers by the administration, and no personal consequences
await those who dare give "un-doctored" grades.

Honestly: how many can boast being in that sort of situation?
