I agree with everything you wrote, apart from point 4 (below). If you are going to stand behind your grades and back them up with data, then I believe that bonuses should be added BEFORE you give the kids their grades and should not be used as bargaining chips. If a kid has a 63 average and I give him a 70 and he comes and asks for more, I just show him the numbers and ask him if he would would prefer his mathematical average. I can't say that works every time, but it normally does the trick. The message I want to give is that I am fair and that my grades are non-negotiable (unless, of course, I have actually made a mistake).
