Here's the thing: yes, the speech is the same, since Apple now lets apps speak 
with iOS voices. However, it is not actually Voiceover doing the speaking. The 
consequences of this are most felt by those with braille: there is still no way 
to use an app like Blindsquare with the phone locked and while using a braille 
display. Technically, the only thing iOS7 lets apps do now is send text to a 
synthesizer, it has nothing to do with Voiceover itself. So, while it does 
sound like Voiceover, it isn't. Again, the main drawback is lack of braille 
support.
