Well, it looks like Charles was dead on with his thought and why wouldn't he
be? It is his program and his creation after all. I set my Explore Position
to the Lat/Lon and used the Detailed City Command, which is SPACE with C on
the BT and READ with C on the QT. It reported "Terminal, El Monte Ln..."
"Terminal" means that it is limited to pedestrian access, which means it is
not possible to create vehicle routes to and from this point. This is very
similar to trying to create a pedestrian route along a highway. It looks
like  you have already found a work-around for this issue, which was to find
a Nearby POI.

Hi Charles, the latitude is, 37.85675066 north, and Longitude is 122.4802049

west.    Good Good luck.  It seems an insignificant problem, but if it
